Welcome to “HOT English News: Let’s Talk Trends.” For many young people in Taiwan, buying a home is no longer just a “life milestone.” It now feels like a long and difficult race. Today, let’s talk about the housing situation for youth and whether the New Youth Housing Loan policy can really help.

上一代常說:「我們那時候努力存,就買到了。」這句話在今天聽起來,卻讓不少年輕人感到無奈。因為市場結構早已改變:房價指數多年持續上漲、都會區供少價高、薪資卻停滯不前。根據《經濟日報》整理內政部統計,全國房價所得比在 2024 年第 3 季來到 10.82 倍,代表一般家庭不吃不喝要 10.82 年才買得起一戶房子;雙北更高,台北 16.6 倍、新北 14.0 倍。對比之下,父母那代的情況大不相同:房價與所得的落差遠沒有今天這麼大,很多人在二十或三十歲時就能買到人生第一間房。而現在許多年輕人即使在雙北工作,也被迫外移至桃園、中壢、甚至新竹尋找較可負擔的選擇與發展。

Older generations often say, “Work hard and you can buy a house.” But for today’s young people, this advice feels unfair. The market has changed: housing prices keep rising, big cities have limited supply, while wages grow slowly. According to the Ministry of the Interior, reported by Economic Daily News, the national price-to-income ratio reached 10.82 in Q3 2024. This means a family needs 10.82 years of full income to buy one home. In Taipei, it was 16.6, and in New Taipei it was 14.0. By contrast, their parents’ generation lived in a very different reality. Prices were lower compared to income, so many people could buy their first home in their 20s or 30s. Many young workers in Taipei now look to outer areas like Taoyuan, Zhongli, or Hsinchu for more affordable choices or future job potential.

這樣的差距,也反映在年輕人實際的購屋選擇。聯徵中心資料顯示,35 歲以下的房貸申請占比,在新竹縣最高,其次是屏東、台南、高雄、桃園。專家解讀:年輕人不只看房價,還會看就業機會與發展潛力,因此科技園區與交通節點,就成為購屋熱區。

This gap shows in buying choices. Data from the Credit Bureau shows that Hsinchu County has the highest proportion of mortgage applicants under 35, followed by Pingtung, Tainan, Kaohsiung, and Taoyuan. Experts interpret that young buyers consider not only price, but also jobs and growth potential near tech parks and transport hubs.

但不管在哪裡買,壓力都很大。對多數青年而言,頭期款最難;就算勉強買到,月付壓力也驚人。以新北為例,新聞統計指出,年薪 60 萬元以下的年輕購屋者,平均房貸支出占薪資超過 75%,遠高於理財建議的三分之一。這不只影響生活品質,也讓任何升息、收入變差的變動都可能成為風險。

But no matter where you buy, pressure is high. For most, the down payment is hardest. Even after buying, the monthly payments are heavy. Take statistics from New Taipei City as an example: young buyers with annual incomes under NT$600,000 face mortgage payments exceeding 75% of their income—far higher than the usual 33% recommendation. Any changes, such as an interest rate hike or declining income, could also become risks.

為了幫助首購族,政府推出「青年安心成家購屋優惠貸款」,簡稱新青安:對象是無自有住宅或首次申貸的青年與家庭,可選不同利率結構與年期;同時近年還加上利息補貼、長年期以及寬限期等設計,讓年輕人一開始的月付壓力能夠大幅減輕。不過,過去一兩年市場上常聽到的抱怨是:「申請新青安卻常常貸不到,或者銀行額度不足、流程拖延。」而這也成為年輕人對政策的另一層疑慮。

To help first-time home buyers, the government offers the New Youth Housing Loan Program. It targets people with no property or first-time loans. The program offers different interest rate structures and loan terms, and in recent years, it has also added interest subsidies, longer repayment periods, and grace periods. These measures aim to ease the heavy monthly payment at the start. However, in the past one or two years, many young buyers complained: “It’s hard to get approval, or banks said the quota was full.” This made some people doubt the policy.

過去幾年,很多年輕人即使有頭期款,也常常遇到「貸款不到」的問題,因為銀行對房價風險擔心,不敢放款。但隨著今年9月政府調整,將新青安貸款排除在《銀行法》放款上限之外,使得政策的利息補貼和保證機制更清楚和完整,而銀行就更願意承作,也就是更敢借錢給這些首購族。因此對年輕人來說,不再是「有資格卻貸款不下來」,而是真的能把貸款拿到手。

In the past, many young people had the down payment but still couldn’t get a loan. Banks were afraid of high housing prices and didn’t want to lend. But this September, the rules changed. The government made the New Youth Housing Loan easier, with subsidies and guarantees clearer. Now, banks are more willing to lend. For first-time home buyers, it means they can finally get the money, not just qualify on paper.

雖然新青安政策確實幫助了許多年輕人跨出第一步,但仍有反對與擔憂的聲音。支持者認為:新青安能降低月付、提高核貸成功率,縮短年輕人的等待期。但也有學者與市場觀點提醒:放寬雖解燃眉之急,長期仍要留意利率上行、寬限期結束後的現金流壓力,避免形成「政策市」或推升總價。而借款人也不該過度槓桿,以免未來負擔失控。

Although the New Youth Housing Loan program did help many young buyers take their first step, critics still voice concerns. Supporters say the policy cuts payments and improves approval for young buyers. Critics warn about future risks: higher interest rates, the end of grace periods, and prices pushed by policy. Buyers should avoid overleveraging and plan cash flow carefully.

買房從來不是人生僅有的選項。有人選擇先租屋,把資源放在技能與收入的提升;也有人與家人共同出資,換取更穩定的居住。關鍵在於:看清自己的現金流與風險承受度,再衡量政策工具是否能幫你跨過門檻。而最後的選擇,仍然在自己手上。這就是為什麼「買不買」不是唯一的答案,而是如何找到最適合你的人生路徑。

Buying a house is never the only option in life. Some choose to rent and invest in skills and income first. Others buy with family support for stability. The key is knowing your cash flow and risk level, then seeing if policy tools fit you. The final choice remains in your own hands. That is why the question is not only “buy or not buy,” but “what path is best for your life.”

父母一代曾把買房視為安定的唯一方式,而今天的年輕人,則在高房價和低薪中摸索新的生存法則。有人依靠政策跨出第一步,有人轉向租屋或海外發展。不同世代的路徑雖然不一樣,但共同的追求卻相同——安全、尊嚴與歸屬。房子只是形式,真正留下的是世代的價值與選擇。

For older generations, owning a house was the only way to feel secure. For today’s youth, high prices and low wages mean exploring new rules—using policy, renting, or even moving abroad. The paths differ, but the pursuit is the same: safety, dignity, and belonging. A house is just a form. What remains are the values and choices of each generation.
