第一則:川普簽署行政命令 美國企業將主導TikTok營運

美國總統川普9月25日簽署行政命令,批准美中在馬德里達成的TikTok協議。依據協議,甲骨文、銀湖資本與阿聯MGX集團將持有45%股權,字節跳動公司持股19.9%,董事會7席中6席由美方主導。

副總統范斯表示,新公司估值約140億美元,細節將在120天內敲定。甲骨文將接手演算法與資料監管,但部分議員仍要求更多交易細節,以確保TikTok與中國切割。

Trump Signs Executive Order, U.S. Companies to Lead TikTok Operations

U.S. President Donald Trump signed an executive order on September 25, approving the TikTok deal made in Madrid. Under the deal, Oracle, Silver Lake, and UAE’s MGX Group will hold 45 percent, while ByteDance will keep 19.9 percent. Six of seven board seats will be controlled by the U.S. side.

Vice President JD Vance said the new firm is worth about 14 billion U.S. dollars, and details will be set in 120 days. Oracle will manage the algorithm and data, but some council members still want more details to ensure TikTok cuts ties with China.

《華爾街日報》9月26日報導,英特爾已與台積電接觸,討論投資或合夥。消息指出,在美國總統川普上個月表達對英特爾的興趣前,公司就已尋求外部投資;自美國政府入股10%後,相關動作加速。

近期輝達投資50億美元、軟銀注資20億美元,突顯英特爾資金需求。由於代工業務難與台積電競爭,英特爾希望藉合作尋求突破。英特爾與台積電均拒絕評論此事。

Intel in talks with TSMC on Investment and Partnership

The Wall Street Journal reported on September 26 that Intel has contacted TSMC to discuss investment or partnership. Sources said that before the U.S. President Donald Trump showed interest in Intel last month, the company had already been looking for outside investment. After the U.S. government bought a 10 percent stake, the move became faster.

Recently, Nvidia invested 5 billion U.S. dollars and SoftBank added 2 billion U.S. dollars, showing Intel’s need for funds. Because Intel’s foundry business is weak against TSMC, the company hopes to seek a breakthrough through cooperation. Intel and TSMC both refused to comment on this matter.

第三則:巴拉圭總統呼籲 台灣應有聯合國席位

在9月24日聯合國大會總辯論中,巴拉圭總統潘尼亞表示,現在是拔起數十年不正義樹根、給予台灣一個聯合國席位的時刻。

他強調,巴拉圭與台灣已維持67年邦交,這段關係建立在共享的民主價值,而非僅是利益。潘尼亞指出,台海局勢升溫影響全球秩序,聯合國排除台灣違背正義,台灣2,300萬人民不應被忽視。

Paraguay President Calls for Taiwan’s Seat at the United Nations

At the United Nations General Debate on September 24, Paraguay President Santiago Peña said it is time to pull out decades of injustice and give Taiwan a seat in the United Nations. 

He stressed that Paraguay and Taiwan have maintained 67 years of diplomatic ties, and this relationship is built on shared democratic values, not only on interests. Peña pointed out that rising tensions in the situation across Taiwan Strait affect global order, and excluding Taiwan from the United Nations is against justice. He said the 23 million people of Taiwan should not be ignored.

Effective task assignment should include a clear picture of the result, step-by-step guidance, and a check of understanding. It should also avoid giving too much information at once.

When results do not meet expectations, managers can use demonstrations and guidance instead of criticism, and build concrete standards. This not only reduces confusion, but also helps managers shift from “doing it myself” to “leading others to do it,” and lets the team grow faster.

第五則:日本有薪假使用率最低 勞動者卻不覺得缺假

旅遊平台智遊網9月26日公布調查顯示,日本勞動者2023年平均有薪假19天,但實際僅使用12天,使用率63%,為11個地區中最低。主要原因是勞動力短缺以及為緊急情況保留假期。

不過,47%的日本勞動者表示並不覺得缺乏休息,因為30%的人每月會用一天假,屬於短期且規律休息。調查也指出,86%的日本勞動者認同假期對維持心理健康和幸福感十分重要。

Japan has Lowest Paid Leave Use, Yet Workers Do Not Feel Lacking

Travel platform Expedia announced on September 26 that Japanese workers in 2023 had an average of 19 paid leave days, but used only 12 days. The usage rate was 63 percent, the lowest among 11 regions. The main reasons were labor shortages and saving leave for emergencies.

However, 47 percent of Japanese workers said they did not feel a lack of rest, because 30 percent take one day off every month, which means short and regular breaks. The survey also showed that 86 percent of Japanese workers agreed that holidays are very important for mental health and happiness.
