New Taiwan Dollar Strengthens: TSMC's Q2 Financial Forecast Faces Challenges
Recently, the New Taiwan Dollar (NTD) has risen quickly due to foreign investment in Taiwan and a weaker US dollar. On May 5, the exchange rate briefly dropped below 30 NTD to the US dollar, closing at 30.145 NTD, up 9.19 cents in one day. Experts say this appreciation may make it hard for TSMC to reach the high end of its Q2 financial forecast and could result in only meeting the lower target. According to its report, every 1% rise in the New Taiwan Dollar against the US dollar reduces TSMC’s operating profit margin by 0.4%. If the New Taiwan Dollar continues to strengthen, it could hurt TSMC’s profits and affect the semiconductor industry.

U.S. House Passes Taiwan Assurance Implementation Act to Boost U.S.-Taiwan Ties
On May 5, the U.S. House of Representatives passed the “Taiwan Assurance Implementation Act” without opposition. The act requires the State Department to regularly review restrictions on U.S.-Taiwan interactions and report to Congress with plans to remove them. This act strengthens the 2020 “Taiwan Assurance Act” and aims to improve U.S.-Taiwan cooperation in economy, security, and diplomacy.
It also encourages U.S. allies to push back against China’s efforts to weaken Taiwan’s international presence. House Foreign Affairs Committee Chairman Brian Mast said the U.S. must stand firmly with Taiwan to counter China’s ambitions and update its Taiwan policy to meet today’s strategic needs.

交通部預告將修正《違反道路交通管理事件統一裁罰基準及處理細則》，針對未禮讓行人導致事故的駕駛加重罰則。根據新規，若造成輕傷，罰鍰將從現行的7,200元提高至1萬8,000元；若造成重傷，則從1萬8,000元提高至3萬6,000元，與致死事故的罰鍰標準一致。此修正案預計6月底前實施，並配合延長行人穿越線距離、增設行人專用號誌等措施，以保障用路人安全，減少事故發生。
Fines for Not Yielding to Pedestrians to Increase by Late June
Ministry of Transportation and Communication plans to change the “Uniform Punishment Standard Forms and Rules for Handling the Matters of Violating Road Traffic Regulations” and announced higher fines for drivers who do not yield to pedestrians and cause accidents. Under the new rules, fines for causing minor injuries will go up from NT$7,200 to NT$18,000. For serious injuries, the fine will rise from NT$18,000 to NT$36,000, the same as for fatal accidents.
The new rules are expected to take effect by late June. These changes, along with longer pedestrian crossing lines and new pedestrian traffic signals, aim to ensure the safety of road users and reduce accidents.

該程式去年下載量高達88萬次，而今年首日上午便突破55萬次，贏過Google Map登上App Store導航類冠軍。開發團隊堅持不接受捐款、不插廣告，所有費用均由成員自費負擔，讓科技成為傳承信仰與文化的橋樑。
Mazu GPS Tracking App Helps Devotees Follow in Real-Time, Downloads Exceed 550,000
This year’s Baishatun Mazu pilgrimage attracted 330,000 participants, setting a new record. Since the pilgrimage route is not fixed, it is often challenging for devotees to follow. To solve this issue, engineer and devotee Wu Cheng-Hsien funded and developed the “Baishatun GPS Real-Time Tracking” app. The app allows devotees in Taiwan and even overseas to track the exact location of Mazu in real time.
Last year, the app reached 880,000 downloads, and this year, it surpassed 550,000 downloads on the first morning alone, even surpassing Google Maps to become the top app in the App Store’s navigation category. The development team insists on not accepting donations or including advertisements, covering all costs themselves. They aim to use technology as a bridge to preserve religion and culture.
