Countdown to the Mass Recall: Ker Chien-ming Calls Out: Time to Bring Down the Kuomintang
大罷免投票日將近，民進黨團總召柯建銘於7月21日晚間發出千字長文。
As the mass recall vote approaches, Democratic Progressive Party (DPP) leader Ker Chien-ming wrote a long post on July 21.
他表示因家中遭遇228事件，60年前就立志要打倒國民黨，呼籲民眾站出來投票。
He said that because of his family’s experience in the 228 Incident, he wanted to bring down the Kuomintang (KMT) 60 years ago. He asked people to vote.
本次大罷免鎖定24名國民黨立法委員及一名縣市首長，若罷免成功，被罷免人將立即解除職務，並不得在同選區競選。
This mass recall targets 24 KMT legislators and one local leader. If the recall is successful, the recalled individuals will be immediately removed from office and will not be allowed to run for election in the same district.
專家分析，這次罷免可能改變目前國會「朝小野大」的格局，並進一步影響未來的地方選舉。
Experts analyze that this recall may change the current “minority government” landscape in the legislature and further impact future local elections.
第二則：美眾院通過《台灣衝突嚇阻法案》
US House Passes "Taiwan Conflict Deterrence Act"
美國聯邦眾議院於7月21日通過《台灣衝突嚇阻法案》。
On July 21, the U.S. House of Representatives passed the “Taiwan Conflict Deterrence Act.”
該法案要求政府在中國對台採取軍事行動時，揭露中共高官在美國持有的資金，以及在取得或使用資金過程中，是否採用任何非法或腐敗的手段。
It requires the government to disclose funds held by senior Chinese officials in the U.S. if China takes military action against Taiwan, and to reveal whether any illegal or corrupt means were used in obtaining or using the funds.
提案議員強調，這項法案明確傳遞，如果北京對台灣發動戰爭，必將有後果。
The bill’s sponsor emphasized that the legislation sends a clear message that if Beijing launches a war against Taiwan, there will be consequences.
該法案在上屆會期已獲得眾議院無異議通過，尚需參議院通過及總統簽署方能完成立法。
The bill, which was unanimously passed by the House in the previous session, still needs to be approved by the Senate and signed by the President to become law.
第三則：傳美對台課32%關稅 AIT澄清：仍在談判
US 32% Tariff on Taiwan: AIT Clarifies Still Under Negotiation
近期，外傳台灣已收到美國32%關稅通知書，待大罷免後公布。
Recently, there have been rumors that Taiwan has received a 32% tariff notification from the US, to be announced after the recall election.
立委邱志偉於7月21日質詢時，指出無論是32%、25%稅率的說法，皆為不實消息。
On July 21, Legislator Chiu Chih-wei stated that both 32% and 25% tariff rates are false information.
否則為何行政院副院長鄭麗君還要赴美進行第4次談判，並要求經濟部嚴正駁斥。
He argued that if the rumors were true, why would Vice Premier, Cheng Li-chiun, still need to travel to the US for the 4th round of negotiations. He also demanded that the Ministry of Economic Affairs issue a strong denial.
美國在台協會表示，已注意到近期媒體報導，談判目前仍在進行當中，建議以官方消息為主。
The American Institute in Taiwan (AIT) stated that they have taken note of recent media reports and clarified that negotiations are still ongoing, advising to rely on official information.
第四則：越南拚音樂經濟 搶當亞洲娛樂新重鎮
