英國《金融時報》於8 月 11 日引述美國官員報導,輝達與超微同意將其 AI 晶片在中國的銷售收入 15%,支付給美國政府,作為取得出口許可的條件。

Nvidia, AMD to Pay 15% of China Sales for Export Permit
On August 11, the Financial Times quoted U.S. officials saying Nvidia and AMD agreed to give 15% of their AI chip sales in China to the U.S. government. This is the condition for getting an export permit.
The rule covers Nvidia’s H20 chip and AMD’s MI308 chip. The Trump administration has not decided how to use the money. Nvidia said it will follow U.S. rules. It hopes export controls can help keep America’s power in the world market. AMD did not respond to requests for comment.

白宮官員證實,日本與歐盟銷美產品可免疊加 15% 關稅。日本《共同社》引述美方說法,完成協議後日本將適用豁免,但細節仍在敲定。
目前僅有歐日獲得此待遇,台灣則維持疊加關稅,即在 20% 稅率外,再加上貨品原有的最惠國稅率及任何反傾銷或反補貼稅。經濟部已邀美國律師向出口與報關業者說明計算方式,並積極推動出口拓銷活動,期盼能為業者增加更多訂單。
Japan, EU Get Tariff Exemption, Taiwan Faces More Pressure
White House officials confirmed that products from Japan and the EU sold to the U.S. can skip the extra 15% tariff. Japan’s Kyodo News quoted U.S. officials saying that after the deal is done, Japan will get the exemption, but details are still being decided.
Only Japan and the EU have this benefit. Taiwan still faces the extra tariff. This means a 20% tax plus the original Most Favored Nation tax and any anti-dumping or countervailing duties. The Ministry of Economic Affairs has invited U.S. lawyers to explain the calculation methods to exporters and customs agents, and is actively promoting overseas trade to secure more orders for local businesses.

On August 10, the Taiwan People’s Party held its national congress. The party confirmed it will keep the rule that lawmakers can only serve two terms. Party chairman Huang Kuo-chang said all party work will follow plans set by former chairman Ko Wen-je.
