第一則：行政院通過特別條例預算 微調普發現金時程
行政院於8月14日通過韌性特別條例修正草案，將總預算增至5,900億元。其中新增十億元普發現金行政作業費，並增訂200億元強化電力韌性，及40億元照顧弱勢，草案將送立法院審議。
此外，針對普發現金1萬元，行政院定調將不排富，並修改了原先於10月底前執行完畢的時程，改於特別預算公布後1個月內開始發放，預計在7個月內完成。
Executive Yuan Passed a Special Budget, with a Change to the Cash Distribution Schedule
On August 14, the Executive Yuan approved draft amendments for its special economic resilience act, raising the total budget to 590 billion NT dollars. This includes an extra 1 billion NT dollars for the cash distribution process, 20 billion NT dollars to improve electricity resilience, and 4 billion NT dollars to help vulnerable groups. The draft will be sent to the Legislative Yuan for review.
Additionally, for the cash distribution of 10,000 NT dollars, the Executive Yuan stated that it will not exclude wealthy individuals and has changed the original plan to finish by the end of October. The new plan will start distributing cash within one month after the budget is announced, aiming to complete it within seven months.

Lai Ching-te Says Nuclear Safety Cannot Be Solved by a Referendum, Faces Strong Criticism from Blue and White Camps
On August 14, President Lai Ching-te said at a Democratic Progressive Party meeting that the referendum on extending No. 3 Nuclear Power Plant “cannot be solved by a referendum” and urged the public to vote against it in the upcoming referendum on August 23. This statement led to strong backlash from both the Kuomintang and the People’s Party. People’s Party Chairman Huang Kuo-chang criticized his logic, while Kuomintang Chairman Chu Li-luan accused the government of having irresponsible energy policies that cause unstable power supply.
Lai repeated that the government will carefully assess safety based on the Nuclear Safety Commission’s review procedures and that a referendum should not be held without safety checks first.

Perplexity Proposes Chrome Acquisition to Challenge Google’s Dominance
During the U.S. Department of Justice’s antitrust case against Google, AI startup Perplexity made a $34.5 billion proposal to buy the Chrome browser on August 13, sending shockwaves through the market. Perplexity said it wants Chrome to be run by a capable and independent operator to fulfill the highest public benefit.
However, analysts believe Google is unlikely to sell, and both sides could face a long legal battle. YouTube於8月14日宣布在美國正式啟動 AI 年齡判定系統，透過分析觀看習慣與帳號歷史，辨識使用者是否未滿 18 歲。若被判定為未成年人，將套用保護措施，例如啟用「休息提醒」、非個人化廣告、隱私提示及限制重複推薦等。
然而，部分用戶擔心觀看動漫、遊戲等熱門內容就被誤判為青少年，也對可能需要上傳身分證等個資驗證表達疑慮。
YouTube’s AI Age Check Sparks Concerns
On August 14, YouTube announced using an AI system in the United States to check users’ ages. The system analyzes viewing habits and account history to decide if someone is under 18. If so, YouTube will turn on safety tools such as “take a break” reminders, non-personalized ads, privacy notices, and limits on repeated video recommendations.
However, certain users not only worry that watching popular content like anime or gaming videos might cause the system to wrongly mark them as teenagers, but also express doubts about the need to upload personal information such as ID cards for verification.
