第一則:罷免案落幕未平息 內閣改組浪潮逼近

隨著 7 月 26 日罷免案失敗,民進黨內外對內閣改組呼聲升高。預計至少三位部會首長將被調整,823 後情勢將更明朗。

經濟部長郭智輝因多次失言已成批評焦點,且行政院長卓榮泰也傳出不滿。儘管郭智輝試圖轉型,外界仍不看好。然而,黨內人士坦言,經濟部正面臨能源、關稅與災後復原等多重挑戰,接任人選難尋,成內閣改組變數之一。

After the recall vote failed on July 26, both inside and outside the Democratic Progressive Party, voices grew louder for a Cabinet reshuffle. At least three ministers are expected to be replaced, and the situation may become clear after August 23.

台灣高鐵運量攀升,尖峰時段自由座擁擠問題嚴重。高鐵表示,正研議限制自由座數量,並增開車廂與北部區間列車。月台也會安排人員廣播,引導對號座乘客優先上車。

成大教授鄭永祥指出,無論是要管控自由座品質或不影響對號座乘車體驗,皆要從自由座乘客上車時間或人數來控管,並建議可先於連假或周末試行,並視情況增開台中至南港直達車,改善尖峰體驗。

Assigned-Seat Passengers Struggle to Board: Taiwan High-Speed Rail Plans Peak-Time Limits for Unreserved Seats

Taiwan High Speed Rail is facing crowded unreserved seats during peak hours. THSR said it plans to limit unreserved seating, add more carriages, and run extra trains in the northern section. Staff will also make announcements on platforms, letting reserved seat passengers board first.

Professor Cheng Yung-Hsiang of National Cheng Kung University pointed out that in order to manage the quality of unreserved seats or avoid affecting the riding experience of reserved seats, it is necessary to control the boarding time or number of passengers in unreserved seats. He suggested conducting a trial run during holidays or weekends and, depending on the situation, increasing the number of direct trains between Taichung and Nangang to improve the peak-hour experience.
