第一則:核三公投倒數!卓榮泰強調尊重投票結果

核三重啟公投將於 8 月 23 日投開票,行政院長卓榮泰表示公投是表達人民意志的重要方式,並將珍惜每一次投票、尊重投票結果,後續政策以科學證據為依據。

總統賴清德已表態投不同意票,並提出重啟須先完成核安會訂定的安全檢查程序與台電依程序展開全廠安全體檢「兩必須」,並符合核安、核廢處理、全民高度共識「三原則」。

Nuclear Plant No. 3 Referendum Nears: Cho Jung-tai Stresses Respect for the Result

Taiwan will hold a referendum on restarting Nuclear Plant No. 3 on August 23. Premier of the Executive Yuan Cho Jung-tai said a referendum is an important way to express the people’s will. The government will value every vote and respect the result. Future policy will be based on scientific evidence.

President Lai Ching-te has stated he will vote no. He also proposed “two musts” before any restart can happen. First, the plan must complete the safety checks set by the Nuclear Safety Commission. Second, Taipower must follow its process to begin a full safety check of the plant. It must also meet “three principles”: nuclear safety, a plan for handling nuclear waste, and a high level of public agreement.

烏克蘭總統澤倫斯基於 8 月 18 日白宮會議後表示,願意與普丁進行會談,以結束俄軍對烏克蘭的侵略。川普隨後透露,他已致電普丁並著手安排兩位領導人會晤,未來將再舉行三方峰會。

歐洲多國領袖也重申對烏克蘭的支持,敦促川普要求普丁先同意停火,以推進談判。澤倫斯基則強調,對無條件會面持開放態度,期待達成和平協議。

Ukraine–Russia Peace in Sight? Zelensky Open to Talks with Putin Without Conditions

After a White House meeting on August 18, Ukraine’s President Zelensky said he is willing to meet President Putin to end Russia’s attack on Ukraine. Soon after, Trump said he had called Putin. He said he is working to set up a meeting between the two leaders, and plans a three-way meeting in the future.

Leaders in many European countries again showed support for Ukraine. They urged Trump to ask Putin to agree to stop the fighting first, to help the talks move forward. Zelensky, however, emphasized that he remains open to talks without preconditions and hopes to reach a peace agreement.

第三則:陸委會推動軍公教人員查核 明年起禁在中國設籍

陸委會於 8 月 18 日宣布,自明年1月起,軍公教核心人員不得在中國設籍或申領中國身分證件。若不配合查核,將依法不予任用,影響銓審及聘用契約。

政府推動「常態化、制度化」查核旨在維護國家安全,防止違法任職情況發生。陸委會呼籲所有受查核人員積極配合,確保公務體系的安全與完整。

MAC to Check Military, Civil Servants, and Teachers; China Registration Banned Next Year

On August 18, the Mainland Affairs Council announced that, starting in January next year, core staff in the military, civil service, and public schools may not set up household registration in China or apply for Chinese ID cards. If they do not cooperate with the checks, they will, by law, be ineligible for employment. This will affect qualification review and hiring contracts.

The government is promoting regular, rule-based checks to protect national security and prevent illegal employment. The Mainland Affairs Council called on all people under review to actively cooperate, to keep the public service secure and intact.

台股於 18 日開盤一度受半導體關稅消息下跌,但隨後買盤湧入,指數迅速翻紅,創下七大紀錄包含三大法人共買超63.7億元,電子類股指數也達到新高1,396點。

專家分析,推動台股創高的大功臣是台積電與鴻海在內的 AI 概念股,顯示市場對未來經濟的信心。然而,美國對等關稅衝擊景氣與消費性電子轉趨保守,年底聖誕旺季的 PC、手機買氣恐不如預期。

Taiwan Stocks Hit New Highs, Set Seven Records

On August 18, Taiwan stocks opened lower after news about semiconductor tariffs. Buying soon picked up, and the index turned from losses to gains and hit a new high. It set seven records. Among them, the three major institutional investors had net buying of NT$6.37 billion. The electronics sub-index also rose to a record 1,396 points.

Experts said AI concept stocks, including TSMC and Foxconn, drove the rise. This shows confidence in the future economy. However, U.S. reciprocal tariffs may hurt growth, and demand for consumer electronics is turning cautious. PC and smartphone sales in the year-end Christmas season may be weaker than expected.

According to statistics from the Tourism Administration, Ministry of Transportation and Communications, Taiwan welcomed 7.85 million visitors last year, a 21% increase from the previous year. Independent travelers accounted for a remarkable 88% of these arrivals. In terms of spending power, visitors from the United States ranked first, with an average daily expenditure of US$238.86 per person.

Furthermore, Taiwan’s excellent public safety is highly praised by international travelers, with the country ranking fourth in a global safety index. The survey revealed that Sun Moon Lake, with its scenic lake-and-mountain vistas and diverse culinary offerings, has surpassed Jiufen and Tamsui to become the most favored destination among foreign visitors.
