第一則:美撤銷台積電南京廠授權 半導體供應鏈受衝擊

美國政府宣布將於 12 月 31 日撤銷台積電南京廠的「驗證後最終用途(VEU)」授權,未來為中國廠區供貨的供應商須逐案申請出口管制許可。南京廠主要生產車用晶片與特殊製程產品,雖然獲利占比不高,但仍是重要的獲利來源。

此舉將影響南京廠的成熟製程產能;至於松江廠,則不受此次豁免到期影響。台積電去年在中國廠區獲利約 260 億元,占比雖低但具關鍵性。分析指出,美國收緊出口管制旨在遏制中國 AI 能量,對全球供應鏈將造成深遠衝擊。

U.S. Revokes TSMC Nanjing Plant License, Semiconductor Supply Chain Feels Impact

The U.S. government announced it will revoke the “Validated End-User (VEU)” license for TSMC’s Nanjing plant on December 31, requiring suppliers in China to obtain export control permits. The plant mainly produces automotive chips and specialty process products; while its profit share is small, it remains an important source of revenue.

The move will affect the Nanjing plant’s mature process capacity, while the Songjiang facility will not be impacted by the expiration of this exemption. TSMC’s operations in China generated about NT$26 billion in profit last year, a small share but of critical importance. Analysts noted that the tightened U.S. export controls aim to curb China’s AI capabilities and could have a profound impact on the global supply chain.

China’s Oil and Gas Drilling Challenges Taiwan’s Sovereignty, Gray-Zone Tactics Resurface

According to reports, China has begun oil and gas drilling within Taiwan’s exclusive economic zone, and the Taiwanese government has not issued a clear response, raising concerns that this could undermine sovereignty and encourage gray-zone tactics. In addition, Taiwan is not a signatory to the United Nations Convention on the Law of the Sea, leading to a lack of legal clarity and sufficient maritime power to respond.

Experts believe China is expanding its influence through commercial activities, in line with its gray-zone strategy. Taiwan’s exclusive economic zone contains large-scale oil and gas facilities, some in place for at least five years, and the lack of monitoring has drawn attention.

民眾黨主席黃國昌於8月30日舉辦「司法改革、公民走讀」活動,因未申請路權與警方發生衝突,造成8名警員受傷。他被列為違反集會遊行法及妨害公務的被告。

網路流傳影片顯示黃國昌疑似勒住員警脖子,引發爭議。他表示不畏懼司法追訴,喊話「放馬過來」,且未向受傷警員道歉。北檢已分案偵辦並傳喚3人說明。

Huang Kuo-chang’s Event Turns Violent: 8 Officers Injured, Charges Filed

On August 30, TTP’s Chairman Huang Kuo-chang held a “Judicial Reform Civic Walk” event, which led to clashes with police due to a lack of permit, injuring eight officers. He has been charged with violating the Assembly and Parade Act and obstructing official duties.

A circulating video shows Huang allegedly choking a police officer, sparking controversy. He declared he is unafraid of prosecution and said, “Bring it on,” and has not apologized to the injured officers. The Taipei District Prosecutors Office has opened a separate investigation and summoned three individuals for questioning.

To enhance competitiveness, enterprises must advance a talent strategy centered on “happiness.” This includes supporting employees’ holistic development, fostering trust and psychological safety, and providing meaningful work.
