第一則：美防部準印太官員提醒 台灣應加速軍事改革
美國時間10月7日，美國國防部印太安全助理部長提名人約翰．盧出席參議院軍事委員會聽證會時表示，台灣必須進行重大軍事改革，包括訓練、動員、軍民整合、基礎設施防護及資安作業。他指出，台灣應將國防支出提高至GDP的10%。
約翰．盧表示，若獲任命，將推動加快對台軍售，並支持以創新方式克服美國國防工業產能限制，以協助台灣強化防衛能力。
U.S. Department of Defense Nominee Indo-Pacific officials Reminds Taiwan to Speed Up Military Reform
John Noh, nominee for U.S. Department of Defense for Indo-Pacific Security Affairs, attended a Senate Armed Services Committee hearing on October 7 in the US and said Taiwan must carry out major military reforms, including training, mobilization, civil-military integration, infrastructure protection, and cybersecurity. He pointed out that Taiwan should raise its defense spending to 10% of its GDP.
Noh said that if confirmed, he will work to speed up U.S. arms sales to Taiwan and support innovative ways to overcome limits in America’s defense industry capacity to help Taiwan strengthen its self-defense.
第二則：輝達北士科總部卡關 北市府提T12基地備案
輝達在台灣北士科T17、T18基地設總部計畫受阻。北市府與輝達總部協商後，提出T12基地作為替代方案，並以「公辦都更」共同開發模式整合周邊土地，基地面積可達3.7公頃。
市府表示，若輝達選擇T12，未來五十或七十年地上權期滿後，土地將歸市府所有。目前T17、T18案仍在協商中，輝達尚未做出最終決定。
NVIDIA’s Constellation Plan Stalls, Taipei City Government Offers T12 Site as Backup
NVIDIA’s plan to build its Taiwan headquarters at the Beitou Shilin Technology Park T17 and T18 sites has faced obstacles. After talks with NVIDIA headquarters, the Taipei City Government proposed the T12 site as an alternative, using a “publicly-initiated urban renewal” joint development model to integrate nearby land. The total site area could reach 3.7 hectares.
The city government said that if NVIDIA chooses T12, the land will return to the city after the 50 or 70 year land lease ends. Negotiations over the T17 and T18 sites are still ongoing, and NVIDIA has not yet made a final decision.

瑞典皇家科學院宣布今年諾貝爾物理獎得主為英國學者約翰．克拉克、法國學者德沃雷，以及美國學者馬丁尼斯，以表彰他們在電路中，發現宏觀量子力學穿隧效應與能量量子化。

British, French, and American Scientists Win Nobel Prize in Physics for Quantum Research
The Royal Swedish Academy of Sciences announced that the Nobel Prize in Physics this year goes to British scientist John Clarke, French scientist Michel Devoret, and American scientist John Martinis. They were honored for discovering macroscopic quantum tunneling and energy quantization in circuits.
