第一則：美制裁跨國詐騙集團 台灣9家公司捲入風暴
美國司法部10月14日起訴柬埔寨「太子集團控股」創辦人陳志，指控他以強迫勞動經營「殺豬盤」詐騙，非法獲利超過150億美元，並申請沒收12萬7千枚比特幣。
美國財政部指出，詐騙集團以戀愛投資名義，誘騙全球受害者投入虛假加密貨幣平台。許多人被販運至柬埔寨、遭迫從事詐騙，受害者遍及美國與東南亞，規模為全球最大之一。
U.S. Sanctions Global Scam Group, Nine Taiwanese Firms Involved
The United States Department of Justice indicted Chen Zhi, the founder of Prince Group, accusing him of running a “pig butchering scam” using forced labor and earning over 15 billion U.S. dollars illegally on October 14. The department also filed to seize 127,000 bitcoins linked to the case.
The United States Department of the Treasury stated that the scam group lured victims worldwide into fake cryptocurrency platforms under the guise of romantic investment. Many people were trafficked to Cambodia and forced to engage in fraud. Victims span across the United States and Southeast Asia, making it one of the largest operations of its kind in the world.

Meta公司宣布，IG將為青少年帳號實施內容分級制度，預設為PG-13輔導等級，限制觀看成人或危險內容。此舉源於外界批評該平台未充分保護未成年用戶。
新制度將從美國、英國、澳洲與加拿大率先實施，明年初擴及全球。Meta表示，目標是讓青少年在IG上的體驗，更安全、更健康。
Instagram Introduces Content Rating System, Teen Accounts Set to PG-13
Meta announced that Instagram will introduce a content rating system for teen accounts, which will be set by default to the PG-13 level to limit access to adult or risky content. The move comes after public criticism that the platform has not done enough to protect underage users.
The new system will first roll out in the United States, the United Kingdom, Australia, and Canada, and will expand globally early next year. Meta said the goal is to make teens’ experiences on Instagram safer and healthier.

Taiwan-Japan Semiconductor Alliance Seminar Calls for Stronger Deterrence Against China
Taiwan-Japan Semiconductor Alliance Seminar was held in Tokyo on October 14. Former Japanese Minister of Defense Minoru Kihara said that semiconductors have become a key part of national security, and Japan and Taiwan should work together to strengthen deterrence against China. He pointed out that stability across the Taiwan Strait is crucial to Japan’s safety and the global supply chain.
Former Taiwanese Minister of Economic Affairs Wang Mei-Hua emphasized that although the U.S. has urged companies to expand investments there, deepening Taiwan-Japan cooperation remains the right long-term direction. She said TSMC’s operations in Kumamoto show that the partnership continues to grow steadily.
