第一則：核三廠可望重啟？經濟部預告結果時程
台電董事長曾文生表示，核二廠與核三廠目前具備重啟的可能性與條件。經濟部已接獲台電提交的核電廠現況評估報告，經濟部長龔明鑫承諾將在一個月內公布核三廠是否適合啟動的評估結果。
曾文生指出，機組自我安全檢查涉及原廠設計，台電正與原廠洽詢協助進行安檢，並預估自我安檢需時約1.5至2年，目前，核三廠正進行大修作業。
Nuclear Plant No. 3 May Restart? Economy Ministry Sets Timeline for Decision
Taiwan Power Company Chairman Tseng Wen-sheng said that Nuclear Power Plants No. 2 and No. 3 currently have the potential and conditions to restart. The Ministry of Economic Affairs has received the company’s report on the current status of the nuclear plants. Minister Kung Ming-hsin promised to announce within a month whether Plant No. 3 is suitable for restarting.
Tseng Wen-sheng explained that the self-safety inspection of the units involves the original manufacturer’s design. Taiwan Power Company is working with the manufacturer for technical assistance and estimates that the inspection will take about 1.5 to 2 years. Currently, Nuclear Power Plant No. 3 is undergoing major maintenance.

普發現金一萬元的登記入帳作業於11月5日正式啟動。雖然官方網站流程順暢，但首日完成登記人數未達百萬，略低於上次同期。

Cash Handout Registration Begins! Scam Fears Push Many to Withdraw in Cash
The registration for the NT$10,000 cash handout officially began on November 5. Although the official website ran smoothly, the number of people who completed registration on the first day was under one million, slightly lower than during the previous round.
Some people, worried about online scams, decided to wait until November 17 to withdraw the cash at ATMs. The Ministry of Finance reminded the public that the only official website is “10000.gov.tw.” Four fake phishing sites have been found, and people are urged to stay alert. Political parties have also set up service centers to help citizens register online.

法國檢察官近日對線上零售商Shein、天貓、速賣通及 Wish 展開調查，原因是這些平台涉嫌讓未成年人輕易接觸暴力、色情或其他不雅內容。
法國消費者監管機構先前舉報指出，Shein曾販售外觀類似兒童的性愛娃娃，相關單位表示，Shein與速賣通也因涉嫌散布與兒童相關的色情內容而被調查。對此，Shein 回應強調全球皆禁止販售任何性愛娃娃，速賣通則表示已移除違規商品並將懲處涉事賣家。
Major Online Retailers Accused of Selling Child Sex Dolls! France Launches Investigation
French prosecutors have launched an investigation into online retailers Shein, Temu, AliExpress, and Wish, as these platforms are suspected of allowing minors to easily access violent, sexual, or other inappropriate content.
France’s consumer regulators previously reported that Shein had sold sex dolls that looked like children. Authorities said that Shein and AliExpress are also being investigated for allegedly sharing child-related pornographic content. In response, Shein said the sale of all sex dolls is banned worldwide, while AliExpress said it has removed the items and will punish the sellers involved.

台灣淘寶宣布，今年雙11將不再主打免運補貼，改與中信銀行合作推出「超商貨到付款」服務，瞄準學生與無信用卡族群。
去年砸下20億元補貼的包郵計畫帶來業績雙位數成長與會員暴增，今年則改以便利付款吸引新客。淘寶表示，今年雙11目標仍為業績雙位數成長與新會員翻倍，展現布局會員經濟的決心。
Taobao Drops Free Shipping for Double 11, Launches Convenience Store Cash-on-Delivery to Attract New Users
Taiwan Taobao announced that this year’s Double 11 will no longer focus on free shipping discounts. Instead, it will partner with CTBC Bank to launch a “convenience store cash-on-delivery” service, targeting students and people without credit cards.
Last year’s 2-billion-dollar subsidy program brought double-digit growth and a surge in new members. This year, Taobao aims to attract new users through easier payment options. The company said its Double 11 goal remains double-digit growth and a doubling of new memberships, showing its commitment to building a stronger member-based economy.

長壽經濟成為新興市場焦點，預估2025年台灣銀髮族消費市場將突破新台幣3.6兆元，研究指出，超過八成50歲以上民眾希望退休後持續進修或兼職，展現新睿世代的活力與企圖心。
不過，企業產品服務的創新與「錢不夠用」的心理仍限制長壽經濟發展。此外，約13%的58歲以上民眾自述有憂鬱傾向，顯示中高齡心理健康議題不容忽視。
The Rise of the Longevity Economy: A NT$3.6 Trillion Silver Boom
The longevity economy has become a major focus in new markets. It is estimated that by 2025, Taiwan’s senior consumer market will exceed NT$3.6 trillion. Research shows that more than 80% of people aged 50 and above hope to keep learning or take on part-time jobs after retirement, showing the energy and determination of this new generation.
