第一則：中油三接爆百億浮報案 檢調約談多人
台北地檢署指揮檢調搜索台灣中油與世曦工程共11處，調查三接二期工程疑遭浮報逾百億元。檢調約談13人，其中世曦前董事長施義芳等三人列為被告。
調查指出，中油在2022年多次要求提高預算，使工程款從122億元被抬高到253億元。檢調正追查是否涉及官商勾結與資金流向，後續可能展開第二波偵查。
CPC Corporation’s LNG Project Scandal Sparks Billion-Dollar Probe
The Taipei District Prosecutors Office directed prosecutors to search 11 locations linked to CPC Corporation and CECI Engineering Consultants, after reports that the second phase of the LNG terminal project was overstated by more than NT$10 billion. Prosecutors interviewed 13 people, and three of them, including former CECI chairman Shih Yi-fang, were named as defendants.
The investigation shows that CPC asked for higher budgets several times in 2022, raising the project cost from NT$12.2 billion to NT$25.3 billion. Prosecutors are now checking for possible collusion between officials and contractors, and a second round of investigation may follow.

Trump Signs Bill to Loosen U.S.–Taiwan Interaction Limits
U.S. President Donald Trump signed the Taiwan Assurance Implementation Act on December 2, requiring the State Department to regularly review and relax restrictions on official U.S.–Taiwan interactions. The bill was introduced by councillors from both parties and passed the Senate without objections.
The core purpose of the act is to break the communication red lines that have existed since 1979 and to make the U.S.–Taiwan relations more normal. The Democratic Progressive Party said the legislation shows another upgrade in bilateral ties and reflects strong U.S. support for Taiwan.
第三則：台積電2奈米洩密案 起訴東京威力科創罰金1.2億
台灣高檢署宣布，追加起訴東京威力科創，認定公司涉及營業秘密法與國家安全法等四項罪名，並向法院求處1.2億元罰金。
檢方指出，東京威力未落實有效監督，導致工程師與兩名台積電員工在先前案件中涉嫌竊取2奈米關鍵技術，三名工程師已於8月底遭起訴並仍在羈押中。高檢署強調，將持續守護國家核心技術與產業安全。
TSMC 2nm Leak Case, Tokyo Electron Limited Indicted and Faces NT$120 Million Fine
The Taiwan High Prosecutors Office announced an additional indictment against Tokyo Electron Limited, saying the company violated four laws, including the Trade Secrets Act and the National Security Act, and asked the court to impose a NT$120 million fine.
Prosecutors said the company failed to carry out effective supervision, which led an engineer and two TSMC employees to allegedly steal 2-nanometer key technology in an earlier case. The three engineers were indicted in late August and remain in detention. The prosecutors office stressed that it will continue to protect Taiwan’s core technologies and industrial security.

Tsai Ing-wen Shares Leadership Lessons, Learn to Understand Criticism
Former President Tsai Ing-wen shared that she was not good at communication when she was young, and she only understood the importance of expressing and listening after she became a trade representative. The defeat in the 2018 local elections helped her understand public opinion again and also taught her to face criticism and listen to emotions.
Tsai Ing-wen stressed that the core of leadership is not power but understanding what people who are different from you are thinking, and being able to explain things clearly to them. She said that “a person who can get along with others is more likely to become a good leader.”

He manages content production using a four-quadrant layout and creates different accounts for different audiences. He also points out three major trends in the content industry, including content fragmentation, more extreme expressions to attract attention, and a shift away from elitism toward more everyday presentations.
